The TA role does not have access to the Schedule a New Meeting button in the Zoom Canvas interface. However, TA's can sign into their University account at utah.zoom.us, create a meeting and post the join link anywhere in Canvas so students can join the meeting. If the instructor needs to be able to start the meeting, the TA can add the instructor as an alternative host.
As a TA role in Canvas, you have access to create and edit Announcements, Assignments, Discussions, and Pages. Each one of these had a Rich Content Editor that allows you to insert a link by click the "Chain/Link" icon from the Rich Content Editor tool bar and selecting "External Link" from the drop-down menu. Click the "Done" button to insert the link.
